Is my hard drive shot?

Had an XP system that was doing a loop reboot (starting to load windows and then immediately going back to reboot over and over.) so I tried reformatting the partition with XP OS disk. It said it could not reformat the partition so I deleted the partition and tried doing a raw partition format. I got the same error message stating that the hard drive could not be formatted and to check the hard drive. I have checked connections. All is good. Do you think the hard drive is just shot?

Yes. It should not have been possible to delete the OS partition without several warnings. You can try a format on another PC, as a slave.

you could verify failure by formatting from a dos boot disk if you have access to one. if not toss the drive and replace it.

Yea it sounds like its shot to me if it won't format.
