Question:
Video Card Issue? Anytime I launch a program with a dark grey interface i keep seeing mild active streaks.?

Is this a Video Card issue or could it be the program itself? The programs in question are;
1. TMPGENC Authoring Works
2. Adobe Soundbooth CS5
These mild almost unnoticeable streaks DO NOT appear otherwise on my monitor.

My Video Card is a Zotac GeForce 8400 GS.
My Motherboard is a Biostar N6853B.

Currently running a Dual Core 3.0GHZ processor with 4GB DDR3 RAM

It is either your monitor or your graphics card.

Try friends monitor.

If it works with it buy a new monitor or fix this one.

If it doesn't work try another graphics card, if it works with another graphics card, it means you should buy a new one/fix this one, but I would recommend a new one because 8400GS is really old.

Video cards rely on the amount of memory on-board the video card itself. If the application is labor intensive a 256 mb or 512 mb might not by efficient to run the programs graphics usage. Likewise the 8400 series of NVIDIA cards is a older model but that necessarily is not the problem. Have you used the utility that uses the card to recondition and run a self-assessment check on the card? Software can look for faulty or worn quadrants on the graphics card, NVIDIA would have this download on their website or check majorgeeks.com. CHECK your RESOLUTION. The program may ask for a resolution your monitor is un-capable of running properly. Soundbooth, I think uses a lot of compression and calculations to change digital and analog sound waves. These type of programs that use very many resources like ram, cpu, gpu, need to be researched and the manual looked at to ensure that you are use more than the above requirements to run the program or application, with no "lagging", or delay of any sort. CHECK your monitor MENU on the back of the panel to calibrate and resolve any color variance or color distortion. That is all I can think of now, best of luck fixing the issue.

If it's the vid card, it will do it on all programs, it may not be as noticable in lighter backgrounds. It could be an overheating problem also, I've seen vid cards streak, distort, blink, and fewother things when overly hot. If you haven't cleaned it recently, or ever like most people, then I recommend cleaning and applying new thermal paste if applicable.
