Boot a memtest CD/USB. It sounds like you have a severe memory issue.

If and when you boot to a memtest, make sure you're boot it with only 1 RAM stick, and make sure that RAM stick is in the DIMM_1 or DIMM_A slot.

Some motherboards support memory testing as part of the BIOS, check if yours does.

Start off by checking your RAM, removing it, reseating it, or replacing it. If none of that works double check your hard drive. Very rarely can you interchange hard drives that run the OS. If that checks out change your power supply. I have a dell Inspiron in my closet because it was also hanging at the Windows splash screen. Turns out its the power supply. I just got rid of it because I was handed a better computer. If that doesn't work put the hard drive back into the computer you tested it on and format it and don't install anything on it. Then you will want to put it back in the computer that is having issues and try to reinstall windows. Remember to back up everything you need.

Reinstall Windows 7.

Virus problem.
