i made a video of my computer display problem please check it out

problem is when i on the system there is no display but when i press the shutdown button on cpu then display comes up showing system shutting down
no hardware error beeps during bios and windows os seems loading as graphic card fan usually runs in full speed during boot and when os is loaded it slows down synching with heat requirements

so what might be the problem?

The shutdown display is a simple, VGA image.

The GPU is normally putting out a resolution that the monitor can't handle.

F8 repeatedly at boot up; select VGA mode. Lower your display resolution.

If no settings other than VGA work, it's the monitor.
