Low usage and low fps?

Alright yahoo here's a challenge for you which has been a mystery for me. I got a 4k monitor so naturally, I set the resolution in all my games to 4k and saw how they ran. They all ran perfectly, in GTA V I was running 4k at max settings getting stable 60-80 fps. Today after logging onto GTA I was getting 50 fps or lower so naturally I was confused about what had changed. I checked task manager to monitor usage while the game ran. I was confused to see how CPU usage was in the 30's and GPU usage was around 15% but I was still getting the lower framerate. Why am I getting lower performance when my components usage is low and why had I been getting better performance the day before? All my drivers are up to date including GPU, CPU, and motherboard and XMP is enabled in bios.

If you have any tips that could help solve this problem let me know

CPU: i7 8700k

GPU: RTX 2070 super

MEMORY: 16gb GSKILL 3200mhz

MOTHERBOARD: ASUS Z390 pro

Storage: SSD

Power supply: 800W

check to see if Nvidia updated their graphics software. roll it back if they did

Low usage isn't all that meaningful.  You need to check windows to see if any type of updates were automatically installed.   Otherwise my pure guess is when you switched it to max there were a few graphics settings that did not fully activate until you rebooted.  



I just checked youtube.  GTA V 4k at max settings with a RTX 2070 super normally gets around 50fps so I am fairly confident you had some game setting not fully activated at "max" setting on your first test.   In general there's a lot of graphics settings that don't offer much if any practical improvement but kill your frame rate.  You just need to find that happy medium instead of just seeking "Max" to say you have it.
