Definitely dont have to reinstall windows this isnt too bad to fix you just need to make sure you have a windows xp disc handy. Boot to the cd and select "R: for recovery console.

Leave the password blank and hit enter

continue when it shows C:\ and a cursor

# Type bootcfg /rebuild, and then press ENTER.

# When the Windows installation is located, the following instructions are displayed:

Add installation to boot list? (Yes/No/All)

[Type Y in response to this message.]

Enter Load Identifier:

[This is the name of the operating system. Type Windows XP Professional or Windows XP Home Edition.]

Enter OS Load options:

[Leave this field blank, and then press ENTER].

After you perform the preceding steps, restart the computer, and then select the first item on the boot menu. This should allow Windows XP to start normally.

There is a way to do this without reinstalling the operating system. What you need to do is go into the recovery console. To do this reboot with your windows XP installation cd, press enter then press R to enter the recovery console. Then you press 1 then press enter. Then enter your administrator password then press enter. (If you don't have an administrator password enter it blank. Then type expand d:\i386\hal.dl_ C:\windows\system32 and the problem should be fixed. If this does not fix it then check out this video http://www.youtube.com/watch?v=jvMkt9fkHCI

If that does not work then go do the factory reinstall

Once the HAL file is corrupted you are forced to reinstall the operating system. The HAL is the Hardware Abstraction Layer and is critical to system operation.

Sorry - You will definitely have to reinstall the operating system.
