my computer wont start up?

my computer turns on shows the dell sign and loads, but after that before even showing the bars it says "windows could not start because the following file is missing ot corrupt:\system32\hal.dll".Even if i format it says missing file and wont let me proceed with the new copy of windows installation.

This has happened to me several times. Sometimes I can get the system back by putting in the windows CD going to the repair mode and get a list of the commands by typing help. Type FIXMBR, and try to restart. If that didn't work, get into the repair console again and type FIXBOOT. This usually works. If it doesn't, the a total reload is in your future. You say that even if you format the HD the HAL.DLL is still missing. This just doesn't happen! If you are reformatting any other way than thru the windows install disk, I can see why that is happening. Use the Windows disk to restore your computer. Hope this helps and good luck.
