I've got a suggestion for you. Back up all your pictures to data CD's or DVD's and then ONLY LOAD the pictures you want to work on. Save on the hard disk only pictures you want to work on immediately. Then, back up the rest to CD or DVD. YOu could probably clean a lot of your computer up if you did this and at the same time, back up all your precious pictures. If the hard disk gets too full, it can crash!
Your mom is partly right...the fuller a hard disk gets, the longer it takes for the computer to retrieve information. The other guy was right about having too many fragmented files and junk files.
So first, move all your pics to CD/DVD. This backs them up which is a VERY good idea! Now, in case something happens to the hard disk, you will not loose your pics. Then delete the backed up files off the hard disk. You have them safetly saved to CD or DVD.

You also need to defrag your registry and clean that up for errors. You can get a free disk defragger and registry defragger from Auslogics here:

This will help to speed up the computer and make it more efficient and by cleaning stuff up off the hard disk, you will increase the available space so you can put Photoshop on it.
The other guy was right too, about adding more physical memory and reducing the amount of stuff running in the background, like in the system tray.
Try this trick:
Go to Start, RUN, and enter MSCONFIG
Go to the startup tab and uncheck EVERYTHING, save, reboot the computer. This will unload a bunch of garbage that is running in the background.
Also, go to black viper's site on the net and consult about what to turn off in system resources - things that run but are not really needed - like remote logins for example. You can safety follow black vipers advice and unload some unnecessary stuff running in the background:
