couple things you should check, check what your processor is, how much ram you have and what video card you have the ram would be the most cost effective upgrade unless you are already around 2 gigs of ddr2 the processor is unlikely but could still be a issue if it is just an older single core.

To find out what your processors stock speed is, how much ram the computer is seeing as well as the video card open a run box by clicking your start button then in the run box type dxdiag the processor and ram will be on the first page your video card information will be under your display tab third one from the left. I know this does not answer your question but it should allow you to find out what the problem is by yourself or by posting this information along side your question. also check that your hard drive has about 20% free space. If you are concerned that this problem is due to malware you should look into adaware or better yet IObit 360 both are free anti virus though i think that IO360 is the better of the two.

If your virus/spyware free, there are a couple things you can do get your computer working faster. If you using your computer for normal stuff and not gaming. You don't always need more RAM you just need to perform a few maintenance task.

First, if you haven't cleaned your registry in a while. This is necessary. Your registry holds all the information regarding updates, installs, un-installs etc. Each one of those events produces a key. That key needs your PC's resources and free space. So, if you clean your registry, you make more resources available for speed. Do a registry scan if you got more than 20 errors you should clean it.

2. Clear your Windows cache files, this is your temporary file. It can grow up to a large volume and stop your computer from using RAM properly. In a sense slow it down by preventing it from using free space. Here is how:

1. Quit Internet Explorer, Firefox, or any other web browser

2. Click Start, click "Control Panel", and then double-click "Internet Options".

3. On the General tab, click "Delete Files" under Temporary Internet Files.

4. In the Delete Files dialog box, click to select the "Delete all offline content" check box , and then click OK.

5. Click OK.

3. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig. Here is how:

1. Open your Start menu.

2. Click Run

3. In the command screen type "msconfig.exe"

4. In the "system configuration utility",click either "service" or "startup" tab

5. Uncheck all programs that your are no longer using.

6. Click "OK"

You should scan your computer to find if there are missing, outdated, or corrupted drivers.Outdated hardware drivers can cause a lot of errors and even crash and slow down your computer and the infamous "blue screen of death"and even fail to start Windows. This can be a very serious problem and your computer might even fail to start Windows. Drivers are vital to a computer system. Without the right drivers, it is going to be impossible to make any device run. However, you don’t need just drivers.Outdated drivers may interfere with newer software. If you are fond of installing the latest and fastest programs over the internet and yet you continue to use old drivers, you are putting your whole system at jeopardy. You need new and current drivers to make sure that your system would work as designed. The most serious problems that they encounter as they use their computer may be resolved by a simple driver update. The best way to update all of your drivers is to use driver updating software. I should like to commend Driver Robot http://best-way-to-improve-pc-performance.com/ to you.

The Windows Registry is the master control center for your operating system and applications it runs. Corruption or overload registry issues can cause all sorts of pc performance problems, including poor application startup times, slow Windows start-up, extremely slow shut down, slow internet surfing, inability to resume from computer sleep and more.Cleaning, compacting, and optimizing your Windows registry can go a long way to dramatically speeding up your computer’s performance, start-up and shutdown speed.

You can use a registry cleaner to clean up your computer and then make your computer faster,Why?the reason is that there may be some registry errors and remnant, corrupt files and temp files in your computer to cause "computer slow".

Every time you install and uninstall software on your computer and surfing online you create junk in the computer registry.over time, the registry can grow to enormous proportions, especially if the various programs you've installed do not do a good job of deleting and/or updating it's Registry entries. You need to scan and clean your computer with registry cleaner to make it fast.Good Registry Cleaner will improve your computer and Internet performance dramatically!

There are some comparison and review of TOP 5 registry cleaners.

Have you cleaned up your registry?

After you deleted and uninstalled the software from system, it is inevitable to leave so many DLL files that can drag computer speed without question. May be you need to get rid of them as well.

Do you know that many applications leave a pile of DLL files to Windows when installing or removing? These excessive files are nothing but waste resources. What is worse, it is hard to get rid of them completely by uninstalling.

But, you also can clean up manually. You have to delete them in “Registry Editor” and “Explore” respectively.

In the “HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/sharedlls”, you can find that it records the shared dll information.

The numbers following show that the current dll files are shared by several applications. If it is “0”, which means it is redundant, you can delete it without any hesitation.

1. Click “Start”> “Run”, type “regedit” to enter into “Registry Editor”,

2. Open up HKEY_MACHINE_/Software/Microsoft/Windows/CurrentVersion/SharedDLLS to find the DLL files with key values of “0x00000000(0)” and “0x00000000”, and then check name and route of the DLL file in the “Name” column and record them.

But if you do not which dll file is rubbish, you can double-click suspicious files, in the “Edit DWORD Value” dialog box, if you find the key value is “0”, it is no doubt that, this dll file is rubbish; but if the value is “1” or more than “1”, it is normal DLL file, keep it.

3. Open your “Explore” and delete the DLL files you have recorded.

4. Enter into “Registry Editor” again, right-click the DLL files and remove them.

If the only change in your system was changing it to Japanese to English (keyboard or OS?) I would have to say check your memory and make sure you have enough. I am talking about RAM memory. I would recommand upgrading to 1GB-2GB of RAM memory in your computer and/or reformat your computer and make sure all of your drivers are installed afterwards.

It could be as simple as a Chipset driver.
