It's not fully deleted until the sectors on the hard drive that the data was written to are written over by something else. There are programs available that say they permanently delete things but if the data needs to be found, it will be.

When you permanently deletes a file, the hard drive erase the file's index so it's unreadable and become corrupted. The data itself stays on the hard drive until it's overwritten. You can usually recover them with a recovery software. The sooner you run the software after u delete it, the more complete and the chance of recovery will be higher. That's why people often wipe the empty space on the hard drive, to prevent deleted *confidental* data to be recovered. When quick formatting a hard drive, the same thing happens. IT only remove the indexes. That;s why quick format is not recommanded sometimes.

When you delete something off your hard-drive it is still there - until that space on the hard-drive gets written over. Basically, it's the entry for the file in the FAT table that gets modified - removing it from the list - so the computer doesn't think it's there anymore - the file still exists, the filename doesn't exist as it was. That's why it's sometime possible to recover lost files on a hard-drive - they haven't been written over yet.
