Yeah. same problem here, and it's cost me a fortune in one way or another for repairs. This one is around 6/7 years old. Gradually things stopped working and it's dead slow. I'm getting another one, even a cheap one, as long as it works faster than this, and I can access all sites again.

In the long run they cost more to upgrade and repair than buying another one.

If you're having trouble downloading things, are you sure this isn't just an internet connection problem? Are you using dial-up or broadband? You might just need a faster internet plan or a new network adapter (under $10 wired, not much more for wireless). Your modem or router (if you use one) might be at fault too.

If it is your computer that's the problem, I agree with Jack and Mordred. You really just need to do a little maintenance. My computer is almost 7 years old (December 2002) and I don't have any of the problems you mentioned. I'm using dsl internet via a usb wireless network adapter to a second-hand router-modem I got off ebay for under $30. I don't know what repairs Nathan needed to make, I've never had anything on mine fail and I use it almost every day - should I knock on wood after saying that? :) I did add a dvd writer a few years ago though - in those days computers only came with cd writers :).

Reinstalling windows is probably the most effective way to get a fresh start but like I said, it really sounds like an internet access thing.

Assuming your computer wasn't obsolete when you got it, you just need to clean out the built up garbage that is slowing it down. Background programs, spyware, etc. Go to start, pick RUN, type in MSCONFIG, when it comes up choose START, and see how many programs are automatically loaded. Google each and deactivate all those that are unnecessary. Just by trimming the fat you should speed up your computer. Try running some anti-spyware and anti-virus things as well. Also you might try running versions of programs that are not cutting edge but contemporaneous with your hardware. Bells and whistles software is great if your hardware matches, but depending on your needs matching your software to your hardware can give great results. Other than mail merge, the best word processor I ever used came on a 360 floppy and ran at 4mhz.
