I'd like to overclock my cpu, because I'm having performance issues currently. Here's what I have, I'd like someone to tell me if it would be safe to bring it up from 2.2Ghz to 2.6Ghz

Look at others here trying to overclock the same CPU. I would consider what they're doing and the advice others are giving. Sometimes, it isn't as easy as going into BIOS and OC'ing the CPU.
I won't dive to deep on your matter but consider what OC'ing capabilities your motherboard has.

depends if you have sufficient cooling. Like he said do it slowly and every time check the cpu temp. Put load on it and see if the temperature reaches above 70 C. If so then you should lower it a little.
