Computer Extremely Slow After a Full Reformat?

Recently I reformatted my custom built PC. Specs will be at the bottom. I used a clean Windows 7 Home Premium Disc while doing this. The disc is fine because I remember I have used the same disc to reformat several of my computers without any problems. The reason why I reformatted my computer is not because of a virus (Ran malwarebytes and RKill several times). The USB ports stopped working when I took out one of the USB Memory Devices while it was transferring files. For some odd reason, my keyboard and mouse still work fine even though they require USB ports. The back and front USB ports don't work. But anyways, I reformatted for that reason hoping it was a software issue. After the reformat, I've noticed that the computer is extremely slow. Running as if it were running at maximum capacity. Also, before when I reformatted, I never had a second disc called "System Reserved (Z:)". Is there any particular reason why it's slow and the USB ports are still not working? Could it be a bad format and should the System Reserved partition be showing? Thanks. Also, this same build could run League of Legends on all high settings with 60 FPS.

Computer Specs
CPU: AMD II X4 955 Black Edition @ 3.2 ghz
GPU: ATI Radeon 6700
RAM: 4GB DDR2 (Yes outdated but worked fine before.)
Motherboard: asrock n68c-gs fx

All of the drivers are up to date except for my sound card which should have no effect on the performance.

that means your windows is not installed correctly. it happened to my laptop too, at that time i was using windows xp but a virus came on my laptop, i had to wash/reformat every thing from my laptop. after when i downloaded windows 7 in my laptop then after installing it my computer was too slow but when i went to a shop to ask him he said you havent installed your windows properly.

1: try reinstalling the OS

If doesnt help,

2: measure the temperature of the cpu - perhaps there is a problem with the fan or the cooling gel on the cpu has finished and the cpu is getting hot

If not,

Then it may be a problem with any of cpu, ram, motherboard or hard drive - so physical damage, in which case you can take it to a computer shop where they can replace parts to check whats wrong
