Question:
Restart Windows 7, Without Restarting PC?

Okay so here's my issue...

I'm using a TV as my monitor, previously just a VGA cable but now am using a HDMI cable (PC has HDMI output) for video and audio. Coming through my TV speakers.

Anyway, what's really ******* annoying is every time I shut down the PC and turn off the monitor - the HDMI audio driver goes and I have to reinstall it. Which would be fine, I can leave my PC on but - Here's the thing... When I install the driver and restart - The resolution goes too big, meaning I have to use overscan in my graphics panel.

Where as the resolution is perfect if I don't. So it's l like I can either have perfect resolution and no ******* audio, or audio and a worse resolution. So I need to install the audio driver then simulate restarting without actually doing so, so the audio driver will work.

Holding shift then clicking restart doesn't work, ending the explorer process then opening again doesn't work and forcing it via CMD doesn't work either. Anybody know how?

I think restarting after an installation is sometimes nescesarry to allow windows to replace protected windows files. So maybe temporarily disabling wfp might prevent the need to restart:

(not quite sure though)

Better reinstall windows from scratch:

This is like trying to kick start a bike without petrol? Windows 7 is an operating system, so no you can't restart your OS without restarting your PC. I would put like a set top box in between PC an TV, if you just have a straight HDMI cable, just to isolate TV and PC? A box with HDMI in / out sockets? Or have you tried closing down all, then unplugging HDMI cable to restart? Turn on PC then plug in HDMI after boot-up?Some options, why the drivers are disappearing I don't know, but you have to explore all idiosyncrasies?

you may no longer. Logging out and in would not restart dwelling house windows it basically switches consumers. Sorry yet it is the way it quite works. uncertain why your determination gets screwed up. Are you specific you're no longer booting into secure mode?
