a Cheap Gaming computer is basically an oxymoron. Gaming computers are typically the most expensive. Oblivion is recomended to have a decent graphics card, 3ghz and at least a gig of ram.
I'm not going to say you can't get those kind of specs if you get used, but it's not likely. Check Ebay or Kijiji...you might get lucky.
Used computers obviously have more potential for stuff to go wrong, the parts are all worn in them. keep that in mind. You might need to get a computer that isn't quite what you need and then buy some stuff for upgrades.

I'll go with ££££ on this one.
Simply put your best bet is just browsing online computer retailers, you'll find the best bargains there giving you more bang for your buck.
In your price range id recommend an: AMD Athlon X2 core and an nVidia 9600GT (possibly a 8600GTS if you cant stretch to the 9600GT). And at least 2gigs of RAM.
But if you get that stuff, you'll have to recycle quite alot of old hardware.

Even if you build your own computer, you're stuck in the $500 (USD) range MINIMUM. And even then you normally need to do mad things like overclocking to make the PC usable.
I would recommend trying to see if someone will sell you an old 3.0GHz P4 with a decent video card. That's your only beat. But $275 is a tiny budget. Sorry man.

you might be able to get away with an obsolete AMD dual core on a micro atx board and some cheap ddr2 800. (2gb?)
you can get a Nvidia EVGA 8600gt fairly cheap now and days. If you reuse some of your old computer parts such as a case and PSU, im sure you can build one.
