Reboot loop even after clean install?

Dell, XP
Froze so had to turn off power.
Got in reboot loop, would not start in Safe Mode or most recent successful config.
Re-installed XP.
Everything is fine until I try to go into IE for the second time. Says application failed to start. Attempt to reboot goes back into loop.
Re-installed again, still gets messed up when I start IE for the second time (first time opening IE after install everything is fine; there's only a problem after I have closed it and try to re-open it)

Any idea what's going in here?

It could be a RAM problem or possibly the hard disk.



Or maybe even the motherboard.



Start with RAM. Download UBCD

Make a bootable CD with the file. (Instructions on the website).

Run a memory test.



There are also hard drive test utilities on the CD.

Hi..Could be the hard drive is searching for the boot sector on the disc. Boot sector could be corrupt so hard disc keeps trying to reboot (reboot loop) Could be hard drive is starting to fail.
