My computer has video performance problems. The sound is fine but the video is choppy. Sometimes it is so bad it is almost a succession of still pictures. The computer is a 400MHz Dell Dimension XPS R400 Pentium II with 512MB memory and Windows XP SP2. I just removed and reinstalled Windows, but this didn't help. My video card is 16MB STB nVidia TNT 3D AGP. Should I replace my video card?

First I need to know how you reinstalled Windows, was it a recovery CD or was it an actual XP cd? If it was a retail full install cd then you may need to download the proper drivers (along with any other drivers for hardware that wasn't installed. Even if it was a recovery CD/Partition you will only end up with the original drivers for the video card. All in all that computer is a dinosaur so you can't expect much for it, especially for actual video playback, the pentium pro 133 and the Pentium 2 were only really good for playing Mpeg-1 and Mpeg-2 video (DVD, and .mpg files) Divx requires usually at least usually 300Mhz just to decode the video which in your case is the majority of your chips clock. An upgraded video card may help a little but probably not, chances are the card you have is passively cooled and therefore simply died. I have a Geforce Vanta TNT 2 8MB in my server machine with an AMD Thunderbird (900Mhz) and that computer can barely squeek out mp4 videos. Dells XPS are usually built in full tower cases so the ideal solution is for you to buy a new motherboard with a standard ATX power supply and simply migrate your files onto some new hardware.
