so I want a HT-PC to play 1080P movies on a 51" Plasma tv and play low end games at MAX settings like NFS Underground it must be 500$ (without a case) and should not have more than a 450w power supply please (10 points for full info)

Lol. I like how you're demanding that the PSU shouldnt be higher than 450w while expecting to have a GPU that can play 1080p movies and run games smooth at max settings (even games with lower min req)
Look... your display is controlled by your GPU (video card) and sine you want 1080p smooth and running games, you'll need a good one costing at least $140. That's just the card!
I don't know what the min req are for NFS ug but you should look them up and comply to those for picking out a chip.
RAM should be no less than 4gb (ram's cheap anyway)
and your PSU will def need to be higher than 450w. (depending on your mobo/cpu/gpu)
Pick them out for you? nah....do the legwork yourself if you're going to be picky
