I have a Dell Desk Top that has Windows XP and my neighbor bought a new one and is giving me his Dell Windows 7 that is 6 years old. Can he get all of my stuff off my XP computer and put it on his Windows 7? How is this done?~~~~Also, can Windows 7 be installed on my 7 year old computer. Just wondering. Everyone is saying to stay away from Windows 8 because of all the bugs in it and 8.1. They are coming out with 8.11 now also.

It can be done in many ways. You could use a flashdrive, you could use remote desktop, or just simply a bridge is used to copy things over. It is a time consuming task. Windows 8 is a good operating system its just that people dont like the start menu. I have every version of windows from dos 2.9 to windows 8.1 skipping NT, 95 and 3.1. I am use to big changes and also I collect computers. But anyway this link below can help you do the task.

Yes, there are multiple methods.  The files could be

(1) copied to a large flash drive, which is then plugged into and copied to the Win7 system

(2) manually transferred over a network (Ethernet) cable

(3) copied with Windows Easy Transfer, after installing the client program on XP (it's included in Windows 7).

Windows 7 32-bit can upgrade from Windows XP; with Windows 7 64-bit, you cannot. However, if you have all your software installation packages, you can re-install them on Windows 7 (either version) if need be.

When upgrading a computer system, I always recommend the following: a) document all your account names and passwords; b) save all your internet favorites from your browser (they are in a specific folder); c) backup your e-mail files (Outlook or other e-mail client should allow for this); d) backup all downloaded program installation files with their associated activation codes; e) document all configuration settings, such as wireless network password, SMTP/POP3 login name/password with your e-mail provider; f) backup your user profile information including your pictures, documents, downloads, etc. which Windows tends to put in a common location for users; g) Backup your Windows Registry, if even for reference purposes.

If you've done all that and made backups (hopefully to an external hard drive); hopefully you're on a way to a smooth recovery to a new Operating System, even if you start from scratch.
