you can't boot up without plugging other peripherals. The BIOS (or CMOS i forgot) will check whether all peripherals are connected properly. If it don't it will stop. The most important thing is because when your computer start, BIOS directly seek your primary booting directory. If no booting method exist (because you unplug the HDD, disc drive, usb or other) the BIOS will stop the operation. There is nothing to do with BIOS error or your keyboard or what. BIOS and CMOS are quite sensitive, any mistake with placing RAMs or CPU setting or whatever little mistake will stop it from booting.

Don't fool around, plug everything correctly. You will need a booting location for BIOS to start (I feel so strange that you expect to see Windows logo while you are not plugging the harddisk o_O)

You made sure all the connectors were plugged in correctly? Many motherboards require a second four pin power connector, usually somewhere around the CPU.

The keyboard light flash is nothing more than the keyboard getting power and initializing, the computer could be almost completely dead and you'd still get that as long as there was power to the keyboard.

Have you tried putting the old power supply back in? If it wasn't blown, that's a good test.

I have gotten brand new power supplies that were bad out of the box.

Are you sure the PSU is big enough? How much watt does it have and what kind of CPU and graphics do you have? Is it a PS/2 keyboard or USB? Have you tried other USB ports? Does the keyboard work on other computers?

My keyboard lights flash on and off when I boot up too. I dont understand your question. Your computer wont be able to boot up correctly unless you power up all the peripherals.
