Here are some of the best PCI video cards around:

(all supports pixel shader 4.0 and Direct X10)

Sparkle GeForce 9400 GT Video Card - 512MB DDR2, PCI, Dual Link DVI, VGA, HDCP Capable, HDTV Out ($69.99)

Sparkle GeForce 9400 GT Video Card - 1GB DDR2, PCI, DVI, VGA ($84.99)

Sparkle GeForce 8400 GS Video Card - 512MB DDR2, PCI, DVI, VGA, S-Video ($49.99)

(Less powerful, but still supports pixel shader 4.0 and Direct X10)

Hope this helps =)

Pixel shader

Chart shows which cards, graphic chips, and DirectX-Version supports which Pixel-Shader-Version. Graphic chips usually are fully downward compatible (3.0 chip supports 2.0, 1.1, etc.).
