Press CTRL-ALT-DEL and see if Explorer.exe is running (at the processes tab). If this is not the case here's the solution:

http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q256194

In case you find Explorer.exe running then something went wrong with the drivers, or someone messed up your registry. Please read this article:

is 1 of 2 things:

1.the operating system or o program that lodes at start up is block.

2. you have a virus.

Solution:

Restart in safe mood and try to find what program is doing this or if this fails REINSTALL THE OPERATING SYSTEM
