I'm trying to do a new install of Windows 7, when I am selecting the boot sequence it only shows CD as an option but not DVD, there is a separate CD RW and DVD ROM in the computer.

Try sticking it in both drives and try it out. Make sure you go to boot options too.

This must be a Desktop? What type of cable connection are you using? Basically it should be simple.
-The device must be configured in the BIOS as an optional boot device or it is not looked at.
- If you are using the old 40 wire/80 pin cables then there is a Master / Slave setting and you need to switch them up.
Your BIOS, Motherboard and physical connection scheme defines what you can boot from.
Since I can not see your computer nor know its configuration, I simply can not say which of the requirements you are missing.

Then you need to go into PC Setup (BIOS) to change the boot order to have the DVD drive first.
To get into BIOS may be F1 or another F key or ESC. This depends on the computer model.
