Like all others said, you can have already them downloaded or archived somewhere. It is NOT RECOMMENDED though. Ubuntu has its repositories and packages are maintained and kept up to date with the exception of some drivers like graphics card. In mostly modern computers, those drivers are automatically picked up during installation. Ubuntu can also notify you about drivers which are proprietary. This is a best mechanism to follow otherwise you can install outdated drivers and It can seriously crash system. I have had troubles with graphics card in the past.

You can download .deb files and install them from a flash drive. There is a package called apt-zip.

Description: Update a non-networked computer using apt and removable media

non-networked Debian box, using removable media like ZIP floppies and

One generates a `fetch' script (supporting backends such as wget and

lftp, in a modular, extensible way) to be run on a host with better

You will need offline installer of all of them first, then you can install it without internet.

just go to the intel website then select your os and download your drivers which you want.
