FIRST, you have to find out what files are using up all your hard disk space.
The most common culprits are photos, music and videos. So, make backups and then delete them from your HD. Then, Defrag and Disk Cleanup, then see how much free space you have.
Still not enough space?
The Trial version of Space Monger will show you what other files / folders are really causing problems.
Get it here:
TIP: Use the free cCleaner to remove all temporary files, too.

Do a search for a free "file shredder" You are right that the files are still there. As someone else said, you cannot access them by ordinary means inside the OS, but advanced users and the FBI can. So, what the shredder does is erases over the file with random 0s and 1s. If you didn't do this, the delete button just erases the path to the file, and then tells the computer that space is free. But the info is still there. You will need to have the location of these files (the actual file) to use the shredder. If not, when you download more info/pics in the future, they will overwrite old files. But if the pictures weren't Bad, then you shouldn't have a problem.

For getting rid of files, it is as easy as going into explorer and deleting. (Start>rightclick>explorer to bring up explorer window).
For getting rid of application programs that you no longer need, go to Control panel and ADD/Remove programs (in XP) or Personal folder (Vista) and remove.
You should clean up disk (Start>Accessories>system tools) and then defrag. This should keep your HDD in good shape.
Word to the wise: Have you considered adding a 1 terabyte Harddrive. They are not expensive. They sell for under $100. This is your best alternative.

Control Panel > Uninstall Programs.
A dialog window will open with a list of all applications (programs, games, and stuff) you can delete.
Choose one you don't want any longer (right-click).
Click 'Delete' 'Uninstall' or 'Remove'.
Using this method will keep your 'Registry' in top shape and remove the icons as they were put by the installation program for that particular one.
Continue this until ya gots sum space like fer ta put more 'stuff' on yer HDD, so when ya runs outta space agin, ya kin do it all agin.
;-)
PS: Don't forget to 'Defrag' after deletin' all that stuff.
