I know when a file is deleted (even from the recycle bin) it is not deleted forever i.e. it can be restored with a certain software. I was wondering if a file is moved (cut not copy) from pc to usb can it be later found/recovered on the pc's harddrive?

No--they're treated the same way files are deleted. They're technically recoverable with special software.

emptying of Recycle Bin does't mean permanent deletion of files, which means lost files can be retrieved by certain programs. http://www.articlesbase.com/security-articles/how-to-delete-files-permanently-and-ensure-data-security-6728402.html

If you "move" them, yes, they are deleted from the original source. If you just "cop" them, they remain. Copy can be done by dragging or by "Copy" and "Paste" commands.

As for recovery, most of "moved" files could be recovered if you do it right away, before they get overwritten.

nope. IIRC, you can use a so-called "secure delete" utility to make sure the actual file contents all get whacked.
